Contact the IRS directly. If they owe you money and have a current address they will release the funds automatically. Ditto for the state tax departments in any states where you have lived and might be due a refund.
Presumably it’s an uncashed property tax refund.
The IRS doesn’t have a public list and every time you file, the system picks up the new address.
